• POM & Budget Support Branch (NCCA-1)
(1) supports the Department of the Navy's Planning, Programming, Budgeting, and Execution process through detailed analysis and quick-turn drills;
(2) improves the capability of the Naval Cost, Acquisition, Requirements Generation, and Resource Allocation Communities through the development and enhancement of databases, models, tools, and methodologies; and
(3) supports the establishment and review of policies, guidance, procedures, and standards for conducting cost estimates, cost analyses, and budget comparisons.
• Cost and Data Analysis Branch (NCCA-2)
The Cost and Data Analysis branch conducts independent assessments of Navy and Marine Corps ACAT IAC and IAM programs, to include Defense Business Systems and Command, Control, Communications, Computers, Intelligence, Surveillance, and Reconnaissance (C4ISR) programs when requested on a case by case basis. The branch can also provide economic and business case analysis in support of projects of great importance, significance, and complexity for the DON when requested. Advises the Department of the Navy leadership on critical issues related to the allocation of scarce resources required to satisfy a broad and dynamic spectrum of military requirements.
• O&S Tools & Readiness Support Branch (NCCA-3)
(1) manages the implementation and operation of the Naval Visibility and Management of Operating and Support Costs (VAMOSC) Program;
(2) improves the capability and efficiency of the Naval O&S cost estimating community by providing Operating and Support Cost Analysis Model (OSCAM), escalation policy, and the other cost tools and products hosted on the NCCA website;
(3) supports the Independent Logistics Assessment and Certification Requirements by providing and conducting an assessment of cost related criteria required for Sustainment Reviews; and
(4) conducts special studies on Ship Depot Maintenance to support Readiness.
